Western Sahara: we need a human rights mechanism in MINURSO
The United Nations Mission for the Referendum in Western Sahara (MINURSO) was established in 1991 to organize a referendum self-determination for the people of Western Sahara , following the agreement between the two sides of the conflict, the Polisario Front and the Government of Morocco .
The United Nations position is based on resolution 1514 (XV) of the UN, adopted in 1960, which addresses the Granting of Independence to Colonial Countries and Peoples. The resolution states that "all peoples have the right to self determination."
The mandate of MINURSO is monitoring the ceasefire and to organize a free and fair referendum. However, unlike nearly all United Nations missions deployed by the world, MINURSO's mandate does not include a monitoring mechanism of human rights .
Last year, members of the Security Council to include a proposed UN human rights machinery in the mandate of MINURSO, but the proposal was rejected by one of the permanent members.
This Mission will be renewed in April 2011 by a new resolution. It is very important for people living in Western Sahara, the Security Council of United Nations including human rights monitoring in the mandate of MINURSO.
The inclusion of this mandate would represent an important step in addressing human rights violations both in the Western Sahara as in Tindouf camps.
The protests that are spread over North Africa and the Middle East highlight the importance of promoting human rights and end impunity. An independent monitoring mechanism for human rights would be very beneficial to the inhabitants of the area and for all parties to the conflict impicadas.
